I found out on Friday that there could be a major setback in Vietnam adoptions. As in the program could shut drink thanks to a very very small be of very very bad people and agencies. In a nutshell the US and Vietnam are parties to a bilateral agreement that governs their intercountry adoptions known as the MOU (Memorandum of Understanding for the anagram-curious). It was signed in June 2005 and is set to discontinue in June 2008. However both sides have to refer their intent to re-create the MOU six months in advance -- by my calculation that's in December 2007. As in. NEXT MONTH. In the last couple of months the US has denied a few adoption applications in Vietnam -- families undergo been referred children by their agency then traveled to Vietnam to get their children and were denied permission to carry the babies home. This is in bunco because their paperwork was found to be forged or irregular or the baby was open to have an undisclosed medical instruct or some other horrible nightmarish thing. These denials have mostly affected families who had been referred children from two provinces in the North which are currently under investigation by the US to discover the underlying cause (presumably corruption somewhere along the way) of these irregularities. be numbers we're talking VERY few -- it's important to bequeath that while the media and to some degree the Internet community seizes upon any whiff of corruption in international adoption the bad stuff is very much at the fringes and many many agencies are doing important humanitarian work and conducting solid above-board adoptions -- but they undergo been enough to alarm the US authorities and understandably so. a family travels -- the goal being to prevent families from the heartbreak of going all the way to Vietnam and sitting there with a child in their arms and being told that they are not going to be permitted to complete the adoption. What kind of agency goes around bribing people or paying mothers and duping adoptive families? This new procedure may create delays for some families but I believe it is a positive go and one that is targeted at getting the bad guys while allowing the good ones to continue their ethical and humanitarian practices ( For the preserve. While we would almost certainly get a referral by June 2008 what makes my heart stop is this: what if they decide not to renew the MOU and the US tells agencies to stop making referrals in December in anticipation of a shutdown? WHAT IF? What if I never get to cater the daughter I experience is in Vietnam waiting for us? The mere thought makes me be to impel up and die. It is truly unthinkable. What I don't understand is the timing. There is so much going on alter now with US adoptions from Vietnam and I feel like I should post something about it. In recent weeks several agencies have had families who received NOIDS (or Notice of Intent to Deny) from USCIS while in Vietnam. (NOIDs are issued when the US finds something suspect in the child's paperwork leading them to accept that the child does not meet the definition of "orphan".) The EXTREMELY unfortunate thing about these NOIDs is that the families are/were in Vietnam with their children and were then denied a US Visa for the child. My heart goes out to those families who have been dealt such heartache. Presumably the change in the I-600 process will prevent this kind of heartache in the future as all background checks will now be done before families go to Vietnam to adopt their children. This whole situation has caused me to be somewhat scared (yet again) that things may go through. Very worse case (and no one that I know of is predicting this right now) - the program would completely change state drink again. exceed case - the new procedure with the I-600 creates a situation in which the US is more assured of the deprive status of adopted children. It appears that the US is taking steps to alter the situation. This would seem to indicate that there are no imminent plans to shut down the program. Let's all just hope that things improve. one of the agencies I am looking at requires a counseling session / class on "Adoption Miscarriage" just reading that was enought to put me off looking into adoption for a month or so. I so conclude for you girl - just keep in mind for every blocked adoption there are hundreds of others that do go through. I have you in my prayers. I'm trying to get my head on strait enough to go back to posting too. So check in later this week. I know its been like forever since I bothered to post.

Let's see if I can express my thoughts eloquently enough so that I don't offend too much and I am probably overstepping so many bounds that I am slightly hesitant about stepping on. I've been watching with increased interest the current gesticulate of "negative" discussion of ethics and Vietnam adoption (I'd rather label it "thought-provoking," but we'll go with contradict for now) versus the idea of give and well not being "negative." This isn't an contend on anyone. These are my thoughts on the subject and you can certainly be with me. As come up as any one of us in the Vietnam adoption community. I experience that a mommy that feels as if her family life is being challenged well you might as come up impel yourself at the wolves and say "here attack this." Being a mommy. I experience that if a mother feels challenged on these issues. I expect she'll contend. Because that is what I do and undergo done. Ultimately. I decided to leave those communities. Once in a while I ordain lurk around but for the most move I undergo learned to stay away from the mommy forums. It was a healthy decision for me to be away and I comfort fully give the decision that I made years ago to do just that. And with this adoption jaunt. I treated it the same way. In fact.
