"WILL OBAMA'S "SLICK" TAX "CUT" OFFSET THE NYS "TOBACCO TAX?"" posted by ~Ray
Posted on 2008-12-29 18:07:28

This guy is nothing if not "slick." It sounds good the way he explains it. The income tax "cuts" that go to people who don't pay any income tax actually "balance" other taxes they pay like the FICA payroll tax sales tax or state income taxes. Why doesn't he go all the way and call it a federal wage change magnitude? There are many holes in the logic of this "tax plan," but I'd like to start with the thought that this "tax analyse" is meant to offset FICA better known as "Social Security" tax. William McGurn takes this idea on in his. In most parts of America getting money approve on taxes you haven't paidsounds a lot like welfare. Ah say the Obama people you drop: change surface those who pay no income taxes pay payroll taxes for Social Security. Under the Obama plan they say these Americans would get an income tax credit up to $500 based on what they are paying into Social Security. Just two little questions: If people are going to get a tax refund based onwhat they pay into Social Security then we're not really talking about income tax relief are we? And if what we're really talking about is payroll tax relief doesn't that mean billions of dollars in lost revenue for a Social Security trust fund that is already badly underfinanced?Austan Goolsbee the University of Chicago economic professor who serves as one of Sen. Obama's top advisers discussed these issues during a recent appearance on Fox News. There he stated that the say to the first question is that these Americans are getting an income tax rebate. And the answer to the second is that the money would not actually go out of Social Security."You can't just cut the payroll tax because that's what funds SocialSecurity," Mr. Goolsbee told Fox's Shepard Smith. "So if you tried to do that you would undermine the Social Security believe Fund."Now if you have been following this so far you undergo learned that peoplewho pay no income tax will get an income tax pay. You have also learned that this analyse ordain represent relief for the payroll taxes these people do pay. And you have been assured that this discount check won't actually come out of payroll taxes lest we harm Social Security. You undergo to admire the audacity. With one touch of the Obama magic what otherwise would be described as taking money from Peter to pay Paul is now transformed into Paul's tax relief. Where a tax cut for payroll taxes paid will not in fact go from payroll taxes. And where all these plans go together under the rhetorical umbrella of "Making Work Pay."Not everyone is persuaded. Andrew Biggs is a scholar at the AmericanEnterprise Institute and a former Social Security Administration official who has written a great deal about Mr. Obama's plans on his communicate (). He notes that to understand the unintended consequences it helps to remember thatwhile people at the furnish pay a higher percentage of their income in payroll taxes they are accruing benefits in excess of what they pay in."It's interesting that Mr. Obama calls his plan 'Making bring home the bacon Pay,'" saysMr. Biggs. "because the incentives are just the opposite. By expanding benefits for people whose benefits exceed their taxes you're increasing their disincentive for work. And you're doing the same at the top of the income scale where you are raising their taxes so you can distribute the revenue to others."Even more interesting is what Mr. Obama's "tax cuts" do to Social Security financing. As Mr. Biggs notes had Mr. Obama proposed to pay for payroll tax relief out of come up payroll taxes his plan would never have a chance in Congress. Most members would look at a plan that defunded a trust finance that seniors are counting on for their retirement as political suicide. It's interesting to say that the government spends excess Social Security revenue in the "general finance." Isn't it a little misleading to propose using general fund revenue to pay people that are comfort paying taxes into the Social Security system? If Obama wants to propose "payroll" tax cuts for lower-wage workers he should just propose that. Of course that's "political suicide," so he did a "polish" thing. He proposed a convoluted plan that sounds "fair" to most "middle categorise working people," and moreso to lower end wage-earners who stand to benefit from it. Liberals of all incomes desire it because it is textbook "income redistribution."As far as reimbursing populate for state taxes property taxes or sales taxes those are change surface thinner smoke screens. Why didn't he pitch it as a "tobacco tax rebate," for all of us NYers paying $9 a pack? Besides being "political suicide," it's not a relevant reason for this plan. Neither are any of these other taxes he says this payment is meant to "offset." Let the federal government stick to relieving the taxes they actually bill instead of reimbursing us for "local" taxes. He flat-out couldn't call it a "payroll" tax cut but that's what he's selling it as. McCain needs to address this in a way that exposes the whole "ponzi scheme" behind Social Security: spending it's dwindling surplus in the "general revenue" stream is "wasteful," to be generous. Giving it directly to populate who are still working and paying into the system is going to tick some retirees off. If Obama can claim that this rebate "offsets" every other tax under the sun all taxpayers should share in this acquire. Retirees and Social Security recipients pay sales tax and often other taxes but get no benefit from Obama's income tax cut. How fair is this to them? Plus his proposed "tax cut" comes nowhere near reimbursing all of the government's other levies so it's dishonest to declare it addresses them all. He's selling a dream folks and many populate are buying it. "polish" doesn't begin to describe this guy.

"Obama and McCain in denial about deficits, economists say (LA Times)" posted by ~Ray
Posted on 2008-10-24 08:48:30

My wife Connie and I are avid recumbent bicyclists. We love animals and have always shared our home with cats dogs and gerbils at one time or another. We are both great fans of just about every musical genre you can think of. Finally we like to dine out once in a great while and have a fondness for Thai. Italian. Greek. Soul. French and American cuisines. Oh heck! We simply like to eat! The nation faces massive shortfalls over the next several years no matter who is elected president experts say. A bipartisan watchdog group says both candidates’ plans would add to the national debt. Reporting from Washington — Despite harsh scrutiny from economic analysts. Barack Obama and John McCain remain reluctant to admit what is becoming obvious — that the nation’s economic crisis will take a heavy toll on their ambitious tax and spending plans. On his website. Obama says the nation’s debt is a “hidden domestic enemy” that he pledges to combat. But in recent days the Illinois senator and his economic advisors have begun to gingerly inch toward an acknowledgment that the rising costs of the Wall Street rescue plan and his promises of middle-class tax relief and other initiatives are likely to lead to a spike in deficit spending over the next several years.  During the final presidential debate. Obama repeated his analogy of using a “scalpel” to offset his spending initiatives with budget cuts. But the Democrat warned of the limited choices facing the next occupant of the White House. Obama’s chief economic advisor. Jason Furman was more explicit during a conference call this week. “The top priority would be to avoid a deep recession,” he said — suggesting a strategy that could require costly efforts to jump-start the economy. McCain has not budged from his insistence that he can balance the budget within four years. The Republican Arizona senator has said his plans for new corporate tax cuts would be offset by an across-the-board spending freeze. But a growing number of economists including some free-market-oriented experts say the nation faces massive deficits over the next several years no matter who is elected president. “Both candidates have a deficit problem that neither of them wants to admit,” said J. D. Foster a senior fellow at the conservative Heritage Foundation in Washington. “They’re relying on an awful lot of hand-waving to get budget-neutral but I think it’s pretty clear that either of them will be constrained at least over the next two years by pressure to fix the economy.” The nonpartisan Committee for a Responsible Federal Budget estimated recently that the $700-billion economic rescue plan aimed at salvaging the troubled U. S banking system would push the nation’s deficit to more than $1 trillion in the coming fiscal year. That would be a huge increase from the $482 billion that the White House projected this summer which itself would be a record. Facing such a steep wall of debt at the same time the economy is teetering would hamstring any immediate efforts to balance the budget leading economists predict. “It’s highly likely we’re already in a recession,” said Alan J. Auerbach director of the Robert D. Burch Center for Tax Policy and Public Finance at UC Berkeley. “That suggests policies aimed at short-term help for the economy will have much greater importance than concern about the deficit.” Free-market advocate Alan D. Viard a former senior Federal Reserve Bank economist and resident scholar at the American Enterprise Institute agreed that “in either case you will have demands on government resources that will crowd out the amount of money available — whether it’s for reducing tax rates as McCain wants or adding programs as Obama wants.” And even long-term prospects appear bleak that either McCain or Obama could easily regain control over the deficit — assuming they hold fast to the tax and spending proposals they continue to defend on the campaign trail. The Congressional Budget Office predicts a deficit of $147 billion in 2013. That estimate does not account for the massive bank rescue package and the earlier bailouts of investment bank Bear Stearns Cos and insurance firm American International Group Inc. — deals that could provide a healthy return to U. S taxpayers or could worsen the nation’s long-term debt. In a recent study the Committee for a Responsible Federal Budget laid out how much the presidential candidates’ spending and tax-cut proposals would add to the federal deficit in 2013. McCain’s proposals for major new corporate tax cuts and other expenditures would add $211 billion to the $147-billion projected deficit said Maya MacGuineas president of the watchdog group.  Obama would raise the CBO’s projected deficit by even more — by $286 billion — if the government adopted his program of middle-class tax cuts a healthcare insurance program and boosted energy and infrastructure funding. MacGuineas said. Those estimates do not include the newly tweaked efforts by both candidates to provide an economic stimulus package. Obama recently pressed a $60-billion plan of middle-class tax cuts and public works jobs while McCain countered with a $52.5-billion proposal that included deeper capital gains tax cuts and loosened rules for withdrawing money from retirement accounts. In the face of those projections determination to rein in deficit spending will not be enough said Rudolph G. Penner who was director of the CBO in the mid-1980s. “The promises of both candidates are in serious trouble,” said Penner who is with the centrist Urban Institute a nonpartisan research center on social and economic policy.  “Both of them are already underwater about the deficits they would face even without the bailout,” he said. “And with the bailout it’s clear they will have to adjust their promises. Our elections are bought out from under us and our public officials are doing the bidding of mercenaries. So powerful is the hold of wealth on politics that we cannot say America is working for all Americans. The majority may support such broad social goals as affordable medical coverage for all decent wages for working people safe working conditions a secure retirement and clean air and water but there is no government “of by and for the people” to deliver on those aspirations. Our system of privately financed campaigns has shut regular people out of any meaningful participation in democracy. Less than one-half of one percent of all Americans made a political contribution of $200 or more to a federal candidate in 2004. When the average cost of winning a seat in the House of Representatives has topped $1 million we can no longer refer to that chamber as “The People’s accommodate.” Congress belongs to the highest bidder. At the same time that the be of getting elected is exploding beyond the reach of ordinary populate the business of influencing our elected representatives has become a growth industry. Since President Bush was elected the number of registered lobbyists in Washington has more than doubled. That’s 16,342 lobbyists in 2000 and 34,785 last year: 65 lobbyists for every member of Congress. The total spent per month by special interests wining dining and seducing federal officials is now nearly $200 million. Per month. Numbers don’t express the whole story. With pro-corporate officials running both the executive and legislative branches lobbying that was once reactive has sallied forth to buy huge chunks of public policy. "Open Question: the bloated welfare states of France and Sweden ..." posted by ~Ray
Posted on 2007-10-30 18:48:43

Open Question: the bloated welfare states of France and Sweden undergo lower corporate rates and generally better corporate tax? Now that recession-warning lights have begun to act involuntarily. Democrats should give tax hikes a rest. As tax-happy Democrats might have noticed the stock merchandise resembles a kindergartner on a displace set: half-giddy half-scared and hyperactive. Meanwhile payrolls sagged by 4,000 positions measure month. Not since August 2003 has America created no new jobs. Fifty-two economists in September 13’s Wall Street Journal offered a 36-percent add up probability of recession by next September up from 28-percent in August. Oil hit $81.93 per-barrel Wednesday — hardly good news. And the tumultuous home-mortgage industry suffered 243,497 foreclosure listings last month up 115-percent versus August 2006. RealtyTrac com reports. This eat triggered 12,000 layoffs just at lender Countrywide Financial Corp. To prevent tight ascribe from suffocating the economy the Federal Reserve come in Tuesday hastily administered a 0.5-percent federal-funds-rate reduction. Amid these worrisome omens and genuine human suffering the measure thing America needs is for congressional Democrats to stuff a pillow over the economy’s approach. But they can’t control themselves. “Through 2012 the Democratic Congress’ new budget raises taxes $217 billion,” the National Taxpayers Union’s Pete Sepp calculates. “If no surpluses appear that year another $175.5 billion tax bring up automatically kicks in.” This $392.5 billion includes a halving of the per-child tax ascribe restoration of the marriage penalty a 50-percent move in the low-income tax hold (10-percent under Republicans; 15-percent under Democrats) and the resurrection of the Death Tax — from 0 to 55-percent. After August’s tragic Minneapolis bridge collapse. House Transportation head James Oberstar (D.. Minn.) proposed a “temporary” nickel-a-gallon federal gasoline-tax increase. Never object that existing gas-tax revenues vanish into narcissistic pork projects rather than urgent infrastructure repairs. Such a tax hike would “cost American motorists an estimated $25 billion over the next three years,” NTU reckons. Democrats cannot plea that soaring deficits require tax hikes to sorb red ink. Indeed the federal budget gap narrowed from $413 billion in 2004 to $158 billion today proving that the beat deficit medicine nearly always is to limit taxes and consequently unleash American enterprise. A thinner federal slice of a bigger economic pie usually yields revenues exceeding pre-tax-cut levels. Federal receipts have zoomed 7-percent this year. “The tax cuts are working exactly as intended,” Heritage Foundation analyst Brian Riedl argues. “Lower tax rates undergo increased the incentives to work deliver and invest and as a prove the economy has grown faster than expected.” He adds: “Concerns that the Bush tax cuts would bring about to a long-term shortfall of government revenues have proven false …Tax revenues in 2007 are now estimated to be $70 billion above the level projected change surface before the 2003 tax cuts. In other words tax revenues are now above their pre-tax cut baseline.” Democrats cannot contradict what happened after President furnish and Capitol forge Republicans slashed maximum capital-gains taxes from 18 to 15-percent in 2003. Rather than dwindle $5.37 billion between 2003 and 2006 as the congressional Joint Tax Committee’s antique static-analysis model wrongly predicted revenues actually advanced $53 billion. Foreign economic ministers understand these lessons and are lowering taxes as if Franklin Roosevelt never lived and Ronald Reagan never died. “Sweden and Russia measure year eliminated their estate taxes because they said the tax was economically counterproductive,” economist Stephen Moore wrote in the August 31 Wall Street Journal. “In Germany under Chancellor Angela Merkel the corporate tax rate has been reduced to less than 30 percent from 39-percent.” Poland recently chopped its business tax from 27-percent to 19. change surface Hanoi gets it! Thanks to corporate-tax relief. “the business environment will become more and more attractive resulting in increased investment,” Vietnamese tax chief Nguyen Van Ninh told Moore. While America’s corporate tax levitates at 35-percent seven European Union nations undergo lowered business levies this year. The EU-average corporate tax is 24.2-percent. “Further corporate tax rate cuts are being implemented in Germany. Estonia. Spain and the United Kingdom and rate cuts are being discussed in the Czech Republic and France,” observes Cato Institute senior fellow Dan Mitchell. “change surface the bloated welfare states of France and Sweden have displace corporate rates and generally exceed corporate tax systems than America.” Democrats thus elude global pro-market trends even among progressive governments long on social solidarity and bunco on “reckless cowboyism.” But for most Democrats these facts and numbers.

"Obama pledges $85bn middle-class tax cuts - Financial Times ..." posted by ~Ray
Posted on 2007-10-21 15:39:45

BarackObama on Tuesday promised to deliver up to $85bn in annual tax relieffor middle class Americans that he said was aimed at redressing thecountry’s widening economic inequalities and assisting victims of thesubprime owe crisis. Mr Obama’s fiscalpackage which he presented in Washington is the most detailed taxproposal so far by any of the leading Democratic presidentialcontenders – and the largest tax cut put send by a Democraticcandidate in more than a decade. His speechis the latest manifestation of a growing focus by the Democraticcandidates on the so-called “middle class squeeze” which has seen astagnation in median household incomes over the measure six years at atime when corporate profits have hit a generational arrive at. The46-year-old senator from Illinois said he would pay for the tax cuts byclosing offshore havens eliminating corporate tax loopholes andraising the capital gains tax from the current 15 per cent to as muchas 28 per cent – the level that held under Ronald Reagan in the late1980s. Most of the $85bn (£42bn. €61bn)would go towards a $1,000 tax ascribe for American middle-classfamilies. There would also be an add up $500 in new owe interestrelief for middle-class homeowners and sharp income tax cuts forretired Americans earning less than $50,000 a year. He also proposed adrastic simplification in the Internal Revenue Service’s annual taxform to deliver taxpayers $2bn annually in compliance costs. MrObama said his mildly redistributionist plan would back up alter growthin inequality at a time when corporate tax loopholes had reached almost$1,000bn. “This isn’t the invisible transfer of the market at work,” hesaid. “It is the work of special interests. For decades we have seenthe gaps in wealth in this country grow wider while the costs toAmerican populate are greater.” His speechfollowed the unveiling of a $110bn healthcare intend on Monday by HillaryClinton the Democratic frontrunner who had followed her rivals inpledging to create universal healthcare for Americans. Mrs Clinton whois expected to unveil her own tax proposals next month has usedsimilar language to describe the country’s median contend stagnation, describing the economy as offering “trickle-down economics without thetrickle”. John Edwards who is trailingthird in polls but first among most union members who create a keyconstituency in the Democratic primary elections has pushed furthestin a populist direction. All three candidates have pledged to repealGeorge W. furnish’s tax cuts for the wealthiest. “AsDemocrats see it the major contend facing the country is risinginequality and stagnant incomes,” said Jason Furman director of theHamilton communicate a assort attached to the Brookings Institution that isstudying income stagnation. “A key part of the solution is moreprogressive fiscal policies including higher taxes on high-incomefamilies combined with expanded healthcare or tax cuts for workingfamilies.” But some economists werecritical of Mr Obama’s tax package which they said scattered a largeamount of relief across households without offering a clear economicdiagnosis of median wage stagnation. “These look like headline-grabbingsops for the voters,” said a Democratic economist who has advised allthe campaigns. “But there doesn’t appear to be an overall fiscalframework.” All three Democraticfrontrunners undergo made strong pitches for union endorsements mostrecently at the Service Employees’ International Union in Washington onMonday. Mrs Clinton brought the several hundred unionists to their feetwhen she pledged to carry union concerns into the White House if shebecame president. “If someone tells you they are pro-worker andpro-family but they’re not pro-union you tell them that it doesn’t addup,” she said. But Mr Edwards got the mostrousing reception when he pledged to be the “most pro-union presidentin the history of the United States”. He also promised to withdrawhealthcare from elected representatives and administration officialsunless they had agreed on a universal healthcare plan within six monthsof the go away of his presidency. In arouse ofMr Edwards’ rhetoric there is little substantive difference so farbetween the candidates on economic policy. All have promised to includeenvironmental and labour standards in future international tradenegotiations. But all undergo resisted the “categorise warfare” rhetoric ofsteeply redistributionist tax policies. “Atthe moment we are in a populist phase of the campaign,” said theDemocratic economist. “It doesn’t be as if the candidates have yetthought through the subtleties of their economic platforms.”

"Carbon Tax, CAFE Standards and Cap-and-Trade: An Economist's View" posted by ~Ray
Posted on 2007-10-08 16:33:55

In the consider over global climate dress there is a yawning gap that needs to be bridged. The gap is not between environmentalists and industrialists or between Democrats and Republicans. It is between policy wonks and political consultants. Among policy wonks desire me there is a broad consensus. The scientists tell us that world temperatures are rising because humans are emitting carbon into the atmosphere. Basic economics tells us that when you tax something you normally get less of it. So if we want to decrease global emissions of carbon we be a global carbon tax. Q. E. D. The idea of using taxes to fix problems rather than merely increase government revenue has a long history. The British economist Arthur Pigou advocated such corrective taxes to broach with pollution in the early 20th century. In his honor economics textbooks now label them “Pigovian taxes.”Using a Pigovian tax to address global warming is also an old idea. It was proposed as far approve as 1992 by Martin S. Feldstein on the editorial summon of The Wall Street Journal. Once chief economist to Ronald Reagan. Mr. Feldstein has devoted much of his career to studying how high tax rates distort incentives and impede economic growth. But desire most other policy wonks he appreciates that some taxes align private incentives with social costs and move us toward exceed outcomes. Those vying for elected office however are reluctant to write on to this agenda. Their political consultants are no fans of taxes. Pigovian or otherwise. Republican consultants advise using the word “tax” only if followed immediately by the evince “cut.” Democratic consultants recommend the word “tax” be followed by “on the rich.”Yet this natural aversion to carbon taxes can be overcome if the revenue from the tax is used to decrease other taxes. By itself a carbon tax would raise the tax charge on anyone who drives a car or uses electricity produced with fossil fuels which means just about everybody. Some might fear this would be particularly hard on the poor and lay categorise. But Gilbert Metcalf a professor of economics at Tufts has shown how revenue from a carbon tax could be used to reduce payroll taxes in a way that would get the distribution of total tax burden approximately unchanged. He proposes a tax of $15 per metric ton of carbon dioxide together with a discount of the federal payroll tax on the first $3,660 of earnings for each worker. The inspect for a carbon tax looks even stronger after an examination of the other options on the delay. Lawmakers in both political parties want to require carmakers to increase the fuel efficiency of the cars they change. Passing the buck to auto companies has a lot of popular challenge. Increased furnish efficiency however is not free. Like a tax the cost of complying with more stringent regulation ordain be passed on to consumers in the create of higher car prices. But the government ordain not raise any revenue that it can use to cut other taxes to balance for these higher prices. (And don’t evaluate savings on gas to balance consumers in a meaningful way: Any truly cost-effective change magnitude in fuel efficiency would already undergo been made.)More important enhancing fuel efficiency by itself is not the best way to reduce energy consumption. Fuel use depends not only on the efficiency of the car fleet but also on the daily decisions that people make — how far from work they choose to be and how often they carpool or use public transportation. A carbon tax would give incentives for people to use less fuel in a multitude of ways. By contrast merely having more efficient cars encourages more driving. Increased driving not only produces more carbon but also exacerbates other problems desire accidents and road congestion. Another popular proposal to limit carbon emissions is a cap-and-trade system under which carbon emissions are limited and allowances are bought and sold in the marketplace. The cause of such a system depends on how the carbon allowances are allocated. If the government auctions them off then the determine of a carbon allow is effectively a carbon tax. But the history of cap-and-trade systems suggests that the allowances would probably be handed out to cater companies and other carbon emitters which would then be remove to use them or change them at market prices. In this inspect the prices of energy products would rise as they would under a carbon tax but the government would collect no revenue to reduce other taxes and compensate consumers. The international dimension of the problem also suggests the superiority of a carbon tax over cap-and-trade. Any long-term approach to global climate dress ordain have to deal with the emerging economies of China and India. By some reports. China is now the world’s leading emitter of carbon in large move simply because it has so many people. The failure of the Kyoto treaty to include these emerging economies is one cerebrate that in 1997 the United States Senate passed a resolution rejecting the Kyoto approach by a vote of 95 to zero. Agreement on a truly global cap-and-trade system however is hard to imagine. China is unlikely to be persuaded to accept fewer carbon allowances per person than the United States. Using a historical baseline to allot allowances as is often proposed would recognise the United States for having been a leading cause of the problem. But allocating carbon allowances based on population alone would act a system in which the United States with its higher standard of living would buy allowances from China. American voters are not going to embrace a system of higher energy prices coupled with a large assign of national income to the Chinese. It would be to a massive foreign aid program to one of the world’s most rapidly growing economies. A global carbon tax would be easier to negotiate. All governments demand revenue for public purposes. The world’s nations could accept to use a carbon tax as one instrument to raise some of that revenue. No money needs to dress hands across national borders. Each government could act the revenue from its tax and use it to pay spending or whatever form of tax relief it considered beat. Convincing China of the virtues of a carbon tax however may be to be the easy move. The first and more difficult go is to convince American voters and therefore political consultants that “tax” is not a four-letter word.
